The organization must demonstrate that it manages its business wisely and that an appropriate percentage of the grant will go to programs rather than administration.

Organizations/Programs eligible for funding should have values consistent with those of the LCEF:
​
Must provide construction education, safety, craft or supervisory program(s) in Louisiana that produce(s) an industry certification that meets or exceeds those certifications issued by the NCCER.
Must support Louisiana’s construction workforce by guiding students to further construction education, training or career opportunities.
​Must work to increase the educational quality of the program, in addition to the quantity of students impacted.
